At all of its establishments and centres, ESA manages valuable information and assets that it must protect against a large number of potential threats and hazards. The ESA Security Regulations and the ESA Security Directives outline the measures required to ensure this protection, including the operation and management of security and guarding services ESA-wide to prevent unauthorised access, protect people, maintain order, and prevent damage to property. In addition to these security functions, first aid assistance, emergency response, fire prevention expertise and safety advisors are required.The ESA Estates and Facilities Management Department is responsible for the delivery of physical security at all of the principal European sites: ECSAT, ESAC, ESA-HQ, ESOC, ESEC, ESRIN, and ESTEC. In order to provide a consistent approach over these sites, the contract should be placed at corporate level and shall fall under the responsibility of the Departments Corporate Services Division. A single Statement of Work with site-specific requirements will govern the contract. To reinforce security and remain aligned with the requirements of the ESA Security Regulations and Security Directives, the Estates and Facilities Management Department has introduced a wide range of initiatives in recent years, the most salient being the introduction of security professionals at each major site: the Health, Safety, Security and Environment Officers (HSSOs). HSSOs have a leading and active role in supervising site security and guarding services. Full harmonisation of the contract will be ensured not only through coordination at corporate level, but also by virtue of the high level of cooperation that exists between the HSSOs at each site.The purpose of the proposed tender is the identification and selection of a company that can provide the managerial, administrative and operations personnel necessary to perform the work required under the contract at each of the ESA sites, as well as the coordination of all services.
