The so called Copernicus Space Component (CSC) Expansion programme includes new missions that have been identified by the European Commission (EC) as priorities for implementation in the coming years by providing additional capabilities in support of current emerging user needs. Subject of this procurement is the Phases A/B1 for one of these candidate missions, namely the PolarIce and Snow Topographic Mission.This mission shall provide enhanced retrieval of land ice sheet/glacier elevation, sea icethickness and freeboard and ocean surface elevation, wave-height and wind speed by measurements implementing higher spatial resolution. The primary high level objectives are to monitor critical climate signals:ice sheet, ice cap melting and sea level, as well as to monitor variability of Arctic and Southern Ocean sea-ice and its snow-loading. Other objectives are to support applications related to coastal and inland waters and contribute to the observation of ocean topography.Subject to good quality proposals it is the intention to place 2 parallel contracts. Phase A/B1 will be funded by the fifth slice (EOEP-5) of the Earth Observation Envelope Programme, which is an optional programme of the Agency. Therefore the procurement will be open to all economic operators belonging to the ESA Member and Associated States and Canada, participating in said EOEP-5 Programme; to date: Austria, Belgium, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Ireland, Italy, Luxemburg, the Netherlands, Norway, Poland, Portugal, Romania, Slovenia, Spain, Sweden, Switzerland and United Kingdom and Canada.
