The Sentinel-2 mission shall deliver routine Level-1 and Level-2A Multispectral Image products with committed performances to the COPERNICUS users. The Sentinel-2 constellation consists in two spacecrafts: Sentinel-2A launched in June 2015 and S2Blaunched in March 2017).The Sentinel-2 Payload Data Ground Segment (PDGS) system, that has been developed to support both the A and B satellite units contemporaneously, ensures the acquisition from the satellites, the data processing, data archiving and user access to the defined products list. In addition, the PDGS performs the planning of the satellite observations and ensures the mission data quality and instrument long term performance monitoring. A number of European Centres (Operational Services) contribute to the Sentiel-2 PDGS end-to-end operations, e.g. the X-band acquisition service (Core Ground Station, CGS), the EDRS acquisition service, the Long Term Archiving (LTA) service (Processing and Archiving Centres, PAC), the Precise Orbit Determination service (POD) and the products calibration and validation service performed by the Mission Performance Centre (MPC).The key objective of this Invitation to Tender (ITT) is the provision of the end-to-end Sentinel-2 PDGS Operations, Maintenance and Evolution services (S2 PDGS OME Service) until end of year 2021. S2 PDGS OME Service includes among others: Provision of the Routine End-to-End Operations of PDGS system for both Sentinel-2A and 2Bsatellites for the routine delivery of Level-1 and Level-2A products, guaranteeing the expected mission production across the multiple centres, accordingly to the defined operation scenario and to the defined performance levels (included during weekends and bank holidays); Early detection of performance degradation, definition of corrective actions; Timely support for anomaly investigations and definition of recovery actions; Interface and coordination with the Sentinel-2 Mission Performance Centre (MPC) which performs the calibration and validation activities, conduct the evolution of the processing algorithms and provide the maintenance of the Level-2A image processor, Interface and coordination with the CGS, PAC and EDRS service operations, ensuring the availability of the platforms and the services run at their premises, and liaising with the Copernicus WAN operations; Maintenance of all the PDGS hardware and software components, including operation support tools (e.g. ticketing system, anomaly tracking, etc.) needed to perform these tasks; Evolution activities aiming at improving the Service and/or the Service costs. This Invitation to Tender is funded by the Copernicus Programme and will be open exclusively to economic operators which have their registered office in an EU Member State or Iceland or Norway. In order to access the ITT Package from EMITS, a bidder must be registered as a potential ESA Tenderer.
