The intended tender shall support the assessment of the benefits brought by the use of Sentinels data by showcasing concrete and detailed use cases. Beyond the immediate economic return, the value of Sentinels resides in the information they deliver and in the activities that they enable, directly or indirectly, through compound subsequent impacts extending into society much beyond the data primary usage. The proposed activity is intended to build a comprehensive portfolio of use cases, investigating the Sentinels-derived benefits in a detailed way and further down the value chain (see a successful example at http://earsc.org/news/between-24m-and-116m-per-annum-of-economic-value-generated-thanks-to-the-use-of-satellite-radar-images). The needed information shall be gathered via extensive research and surveys with the key stakeholders. The value chains of interest will be selected on the basis of their strategic or economic relevance, the maturity in the use of Sentinels-like data and the feasibility of the research, to be assessed by the Contractor. The activity, extending over four years, is expected to set the basis for future systematic assessments, designing a robust and structured measurements framework as well as appropriate models and tools in support to comparative trend analyses along time. Complementary, cross-synergetic expertise (i.e. satellite Earth Observation applications, statistics and economy) will be strictly required. This ITT is funded by the Copernicus Programme and will be open exclusively to economic operators which have their registered office in an EU Member State or Iceland or Norway. The European Space Agency (ESA) will make the entire ITT package (CoverLetter, Statement of Work, Special Conditions of Tender, Draft Contract) available on its tendering website, EMITS, and on its dedicated Copernicus server. In order to access the ITT Package from EMITS, a bidder must be registered in EMITS as a potential ESA supplier. Any bidder which is not yet registered with ESA as a potential supplier must complete the online questionnaire on EMITS, under the tab Entity registration. Further information on the registration process can be found in ESA’s INDUSTRY PORTAL available at: http://www.esa.int/About_Us/Business_with_ESAWhile the registration process is underway, bidders may access the ITT Package through ESA’s dedicated Copernicus server, which is accessible at: https://copernicus-emits.esa.int/Bidders are informed, however, that they must be registered in EMITS before they can submit a proposal.
