This project aims at developing new concepts and related technologies necessary to support EO scientists in discovering, visualising, manipulating 1D, 2D, 3D data and their time series as coming from future Earth Explorer missions. The output of this project might set the basis for a subsequent implementation within the overall Earth Observation Operations infrastructure. In addition, this project aims in tailoring the general concepts for the case of the BIOMASS mission. This TRP project shall pursue three main objectives:1.The design and development of a generic prototype framework able to provide data ingestion, data discovery and orchestration services for application plugins (e.g. visualisation and elaboration) to support exploitation of time series of 1D, 2D, 3D data2.The design and development of generic data visualisation and manipulation application plugins for time series of 1D, 2D, 3D data.3.The design and development of BIOMASS Earth Explorer mission specific plugins for ingestion (to be intended as the specialisationof the generic ingestion services offered by the framework to the BIOMASS data), visualition and manipulation as a showcase for possible future evolutions.C1 : Activities in open competition limited to the-non-Large-System IntegratorsThe activity subject to the present Invitation to Tender (ITT) has been selected for the application of the ESA policy C1 measure to ensure the fair allocation of activities among the economic operators, in response to the specific request of ESA Council at Ministerial level of 4th March 1997. The present Invitation to Tender is in open competition with the specific requirement that Large System Integrators (LSI) may only participate as subcontractor and subject to specific conditions. This measure aims at supporting the creation of a level playing field for equipment suppliers, SMEs (as per definition given by the European Commission in its recommendation 2003/361/EC : see http://eur-lex.europa.eu/legal-content/EN/TXT/PDF/?uri=CELEX:32003H0361from=EN ) and RD Organisations. Currently the followingeconomic operators are considered as being LSI:-Airbus Defence and Space SAS-Airbus Defence and Space Ltd-Airbus Defence and Space Gmbh-ArianeGroup SAS (previously known as Airbus Safran Launchers SAS)-ArianeGroup Gmbh (previously known as Airbus SafranLaunchers GmbH)-OHB System AG-Thales Alenia Space France SAS-Thales Alenia Space Italia SpaLSI(s) may only be part of the tender as subcontractor(s) and provided all the conditions hereunder are fulfilled:1.The tasks assigned to the LSI do not constitutethe core activities of the proposed development;2.The technical and/or expertise brought by the LSI is essential for the tender;3.The non-LSI economic operator(s) in the team retain the key capacities to develop and produce equipment;4.The presence of LSI in the team does not undermine or limit the leading role of the non-LSI economic operator(s) in the industrial team.The following requirements shall apply in case of participation of LSI(s) as subcontractor(s):the cover letter of the tender shall list the LSI(s) participating as subcontractor(s) and explicitly confirm that such LSI(s) participation complies with all the 4 (four) conditionsgiven in the ITT cover letter;a dedicated section of the tender shall evidence that all the conditions above for the participation of LSI(s) as subcontractor(s) are fulfilled;the cover letter of the tender shall indicate the reference of the dedicated section of the tender evidencing that all the conditions for LSI(s) participation are fulfilled.
