The Commercial Space Transportation Services Element 1 is to provide support to the preparation and the development of new commercial transportation services, proposed by an Economic Operator under the jurisdiction of a Participating State, and possibly leading an industrial consortium. Such new commercial space transportation services should be targeting end customers, and be sustainable without relying on a guaranteed European institutional business. The Economic Operator will be solely responsible for the definition, development, qualification and exploitation of all products/systems necessary to provide the service proposed as well as raising the required funding.
