The International Charter for Space and Major Disaster is an international agreement among Space Agencies to support relief effortsin the event of emergencies caused by major disasters, by providing satellite based data and products. ESA is supporting the operations of the Charter with some tools and services. This ITT concerns the procurement of the following services and tools:- The COS-2 system- The CGT system- The Charter Processing Platform- The Web Portal- The Help Desk The primary tool is the Charter Operation System second generation (COS-2), that has been specifically designed with the purpose to support all the operational processes of the Charter, from an user opening a call up to the submission of the final report by the Project Manager appointed for this call. Access to the COS-2 system is limited to the Charter operators, supporting different profiles (authorised users, on-duty operators, on-call officers, order desks, project managers and by the Charter Executive Secretariat). Each user type has a different profile in the system, corresponding to different views and supporting dedicated functions. To ensure full availability, the system is geographically redundant.The COS-2 system is constantly evolving in order to support new satellite missions (as new members join theCharter or new satellites are launched) and enriched by new features requested by the Charter members through the Executive Secretariat.Due to the constantly evolving nature of the system, its evolutions shall be based on the Agile Development framework methodology (SCRUM).The Charter tools include also the Charter Geobrowser (CGT), accessible by the public, where all the data acquired andthe results of the work of the Project Managers and Value Adders are visible as previews.Moreover, the Charter tools will includea Processing Platform, to be provided as a service, allowing the Project Managers to work online on the data without the need to download them. Currently the requirements for the platform are to offer only very basic services, but they shall be expandable with plug-ins to be developed. These plug-ins could come from other Charter members or developed within the frame of this contract. In any case, the integration of any plug-ins falls within the scope of this contract.The Charter services supported by ESA includes also the web portal where the information of the Charter and its calls are accessible to the public. The Charter Webmaster is responsiblefor the maintenance of the portal, for the publication of the content delivered by the Charter members and for the user management of the COS-2 system (more than 100 users).Last, an Help Desk function (first level) and engineering support services shall be offered to help the users in the usage to the tools.
