In order to enable ESA to make a consolidated mission proposal in 2022, a Technical Phase A/B1 activity is proposed: Phase A will demonstrate the technical and programmatic feasibility and the ability to achieve a feasible mission and system design, and Phase B, to be started after a successfully completed Preliminary Requirement Review (PRR), will consolidate the system and subsystem design and specifications. Critical technologies will be identified and relevant development plans initiated/monitored. The outcome will prepare us for the implementation phase (B2/C/D) by executing RFIs and consolidating the programmatic estimates, including implementation cost.
