The development of the first AGGA (Advanced GPS-Glonass-Galileo ASIC) devices was initiated more than two decades ago. It is a space-qualified digital integrated Circuit (IC) providing all the digital signal processing functionality for Earth Observation (EO) scientific applications such as atmospheric sounding with radio occultation (RO) as well as satellite navigation and precise orbit determination (POD) of Low Earth orbiters. A large number of AGGA-2 and AGGA-4 ASICs fly or are planned to fly in GNSS receivers in ESA and non-ESA satellites. The basis for the next generation, AGGA-5, has been established in a study that was initiated in 2017 and isalmost complete with the key recommendation to increase reconfigurability with the use of FPGA (Field Programmable Gate Arrays) as opposed to dedicated ASIC as in the past. The objective of this activity is to develop a generic „AGGA-5-IP Core” with functionality similar, but with enhancements, to the so called „GNSS-Core” part in AGGA-4. It shall be fully verified, mapped to, and functionallyvalidated on at least one space-suitable FPGA, but designed with the idea to easily upgrade it and use it on other space-suitable FPGAs. The Agency reserves the right for the „AGGA-5-IP Core” database in order to make it available under equal conditions to users from ESA Member states, following the same approach as for earlier AGGA ASICs. For this open Invitation to Tender and Tenderers, itwill be required to reserve at least 30% of the budget to SMEs.
