Sentinel-3 satellite series part of the Copernicus Programme is designed to support operational oceanography, land and atmospheremonitoring. Sentinel- 3 will serve a broad scope of Copernicus Service application areas using a unique suite of instruments and data products to allow European environmental policies to be administered with confidence. Sentinel-3 provides key land atmosphere components and physical parameters. In particular, Sentinel-3 provides Land Surface Temperature (LST), Aerosol Optical Depth (AOD) and Water Vapour (WV). These are key parameters as indeed, energy and water exchanges at the land surfaceatmosphere interface have amajor influence on the Earth’s weather and environment.LST is a fundamental variable in the physics of land surface processes from local to global scales and is closely linked to radiative, latent and sensible heat fluxes at the surface-atmosphere interface. WaterVapour is a key component of the Earths atmosphere and has a strong impact on the Earths radiative balance. In 1993 Water Vapour was included in the list of the World Meteorological Organization (WMO) of greenhouses gases. Atmospheric aerosols are minor components of the atmosphere; however, they are a crucial constituent of climate and particularly of climate change. Global radiation is impacted by aerosol which directly scatters solar radiation and indirectly influences cloud reflectivity, cloud cover and cloud life time. The objective of the subject LAW (Lst, Aod, Wv) Sentinel-3 procurement is to perform activities for validating the Copernicus Sentinel 3 core products Water Vapour (WV), Aerosol Optical Depth (AOD) and Land surface Temperature (LST) products using ground based measurements complementary to on-going routine S3 product validation. For AOD and WV products validation existing in-situ infrastructure shall be exploited whereas for LST new in-situ radiometers shall be procured, deployed and operated for a period of 15months to build upon the existing LST validation in-situ network. This ITT is open exclusively to economic operators that have their registered office in an EU Member State or Iceland or Norway. In order to access the ITT Package from EMITS, a Tenderer must be registered as a potential ESA Tenderer. Any potential Tenderers wishing to register with ESA as a potential Tenderer is requested tocomplete the online questionnaire on the esa-star registration website: https://esastar-emr.sso.esa.int. While the registration process is underway, Tenderers may access the ITT Package through ESAs dedicatedCopernicus server, which is accessible at: https://copernicus-emits.esa.int/ Tenderers are informed, however, that before submitting a proposal they must at least have completed the lightRegistration as described in the following esa-star Registration Manual: http://esamultimedia.esa.int/docs/business_with_esa/CG-EM-ORR-S-16_End_User_Manual_v1.2.pdfFurther information on the registration process can be found on the Industry Portal pages available at:http://www.esa.int/About_Us/Business_with_ESA/How_to_do/esa-star_Registration_Process.
