Copernicus is the European Programme for the establishment of a European capacity for Earth Observation. This initiative is headed by the European Commission (EC) in partnership with the European Space Agency (ESA). The European Space Operations Centre (ESOC) isresponsible for the LEOP and Commissioning of the first Sentinels satellites and routine operations of Sentinel-1 (A and B model), Sentinel-2 (A and B) and Sentinel-5P. They also support theSentinel-3 mission, being operated by EUMETSAT. ESOC is also supporting the development of the C and D models and potentially can be involved in the operations of future mission related with Copernicus.Telemetry from the satellites is acquired and downlinked at least once per orbit and automatically forwarded to ESOC where it is processed and stored. Analysis of the satellites telemetry is performed via the Sentinels HKTM and Warehousing Tool, currently implemented via an ESA developed software known as the Mission Utility Support Tools (MUST). The ESOC operators use the Sentinels HKTM and Warehousing Tool to analyse the satellite telemetry in order to e.g.:verify the correct status of the satellitespredict the evolution of specific parameter values against reference trendsinvestigate anomalous behavioursperform detailed cross subsystemsanalysis generate reportsThe overall objectives of the work are:to maintain the current tool and its surrounding infrastructure, compliant with its software requirements and interface specifications. It is the Agency goal that its completion is achieved inthe most cost effective way. to provide early prototypes enhancing the current capabilities of the tool, in line with the growing needs of the users and by exploiting the implementation of innovative technologies. The primary aim of this task is to implement aset of study-cases paving the way for future developments to be carried out by the Agency in the area of Satellite HTKM and warehousing for the Sentinels. The Invitation to Tender will be issued by the European Space Agency (ESA). It will be open exclusively to economic operators that have their registered office in an EU Member State or Iceland or Norway.The European Space Agency (ESA) will make the ITT (Cover Letter, Statement of Work, Special Conditions of Tender, Draft Contract) available on its tendering website (EMITS http://emits.sso.esa.int/emits/owa/emits.main) and on its dedicated Copernicus server (https://copernicus-emits.esa.int/).Inorder to access the ITT package from EMITS, a Tenderer must be registered as a potential ESA Tenderer. Any potential Tenderers wishing to register with ESA as a potential Tenderer is requested to complete the online questionnaire on the esa-star registration website: https://esastar-emr.sso.esa.int.
