The development and promotion of system elements and technologies for new user services is of prime importance to promote existing space systems and to develop the markets for advanced systems. There exists already a large base of Small and Medium Size enterprises (SMEs) bringing innovation into terrestrial communication applications and services, increasingly in combination with navigation services. For the more specialised field of satellite communications the entry threshold is relatively high due to the technical, organisational and operational complexity involved.

The proposed ‘Call for Proposals’ intends to offer an opportunity for innovative SMEs and in particular SMEs who have never had a contract with ESA Telecom and who consider entering into the field of satellite communications. It aims to provide support through the various development stages of researching, developing and refining a business proposition in the field of satellite communications. The development activities proposed in response to this ‘Call for Proposals’ must be relevant for the satellite telecommunications sector and have to include the Satcom component as an essential element of the proposition: space-borne equipment, ground segment, application/services involving telecommunication satellites.

The three areas where proposals are expected are: Enabling Technology for Satcom, Satcom Applications and Services, Location Based Communication Applications (combination of satellite communications and navigation). The purpose of this initiative is to facilitate the entry into the satellite communications field, hence the chosen activity should ultimately lead to a commercial proposition. The proposed activities deal with product development, integration and demonstration activities based on existing technologies tailored to pre-operational products, systems and applications/services in a pre-competitive environment. They include the elaboration of contacts to and involvement of target customer groups, operators and suppliers.

The initiative will be executed in a two-step process. The first step will require an Outline Proposal summarising in a few pages the identified business opportunity, the role of Satcom, the proposed solution and project content, and administrative information. The Outline Proposal will be evaluated by ESA and the bidder will be informed of the result. The bidder will get the opportunity to iterate and improve the Outline Proposal. At successful conclusion of this process, the bidder will be invited to submit a Complete Proposal (second step) in accordance with this ‘Call for Proposals’. ESA funding will be provided on a co-funding basis up to 50% with a maximum of 200 kEuro. The total cost of a single activity is allowed to exceed 400 kEuro. Bidders shall be aware that the award of a contract is also subject to endorsement of the required ESA budget by the respective governmental representatives at ESA (National Delegations). The process to achieve this endorsement will be coordinated by ESA and information will be provided to the bidder on submission of the Outline Proposal. To study and prove by analysis the feasibility of antenna pattern control by ad-hoc modulation of the reflector surface-impedance, inlucluding the reduction of the lower bound on the F/D parameter for good scanning and polarisation purity. Beam shaping is one of the most demanding antenna features required by virtually all applications. The novel concept of pattern control by impedance surface modulation is likely to offer a very effective alternative to existing solutions with the potential of reducing complexity and costs. The concept is of interest for a wide range of purposes, including reflector antenna feeds (to avoid or complement shaping), array elements (to control the element pattern) as well as avionics antennas.
Recent developments have lead to the availability of a modelling technique allowing the efficient design of radiating structures offering a high degree of flexibility in the dynamic surfaceimpedance, i.e. the impedance seen by electromagnetic waves interacting with the structure. The main tool for its control is the modulation of the (artificial) equivalent dielectric constant of the surface, which can be achieved in various ways, e.g. by using multi-layer printed structures with variable shapes or thickness. For instance, the intrinsic limitation of a higlhy conducting reflector surface can be bypassed by moving away from the „perfect mirror” behaviour without compromising reflectivity in an energy balancesense, by modulating the surface characteristics in such a way to obtain a (local) modification of the Snell law. The activity Involves the assessment of candidate applications and the initial study of the most promising one with the demonstration of feasibility by analysis on a set of application scenarii (different coverage requirements, linear and circular polarisation) as well as the devlopments of the tools required to layout the antenna surface and optimise its design. Performance demonstration shall be handled at sample level.

The Additive Manufacturing (AM) technologies are maturing rapidly for metallic and polymer materials. Functional parts made by using AM are spreading in all sectors of industry.The materials that can be processed are polymers, metals, composites and some ceramics. The design, manufacturing and optimization of the shape of new parts using these materials/processes are reduced in time and customized to the specific use. The AM technologies allow creating shapes with a great degree of freedom directly from CAD files. The dimensions of the parts can range from few millimetres up to few meters. It can also provide significant schedule improvement as complex shapes can be manufactured without significantly impacting a standardized production flow. This freedom in design could be used also to release constraints in the logistics of telecommunication satellites. The packaging of sub-systems, the ground support equipment, the dummy masses, the interface brackets to test equipment and many elements of the satellite could be obtained more quickly or at lower cost or with improved performances by using these manufacturing technologies. The purpose of this activity is thus with a scope limited to telecommunicationsatellite platforms – (1) to analyze the applicability of AM technologies for the production of different systems and subsystems of telecommunications missions and (2) to assess the benefit on cost savings, potential assembly, integration time and mass savings at systemlevel. To this aim, the activity shall as minimum: (1) Define reference / use cases of systems and of sub-systems for which the proposed technique is to be evaluated as well as the corresponding criteria: production costs and schedule, mass, reliability, both space segment and ground support equipment (dummy masses, shall be addressed; (2) Review the corresponding manufacturing and testing process(es) and assess the performance for the existing process for the existing process and metrics; (3) Propose methods and identify processes with AM; (4) Evaluate the metrics for the references cases when using the AM; (5) Provide a complete cost benefitanalysis for the reference cases; (6) provide guidelines for the specification and design of the new parts; (7) Propose a detailed technology development roadmap for future telecommunication satellites, identifying return on investments; (8) Identify players from ESA member states and Canada that could play a role in implementing the proposed roadmaps.
