ESAs Earth Observation Programme is increasingly pushing innovation integrating space-based Earth Observation into modern Digital Platform Economy. Activities are implemented as a series of industrial contracts. These require coordination to ensure coherence across activities and make best use of the advancing state-of-the-art of Information Technology (e.g. cloud computing, AI and blockchain) as well as initial quick prototyping, independent validation, technical assessment and integration support. Related non-ESA activities need to be technically monitored and interfaced to optimise spin-out and spin-in opportunities.The envisaged procurement aims at procuring an industrial competence pool to support the technical execution of and technical coordination across the individual procurements. This will ensure the overall coherence of a federated downstream eco-system in the main projects. The required competences are overlapping across the different EO departments which support downstream projects (i.e. commercial and scientific exploitation up to rapid exploratory activities supporting the Phi-lab). Thus synergies can be created by a joint cross-department procurement.Required services will cover: Fast prototyping to support the definition of procurement contracts for innovation Independentvalidation and verification of project deliverables Integration support across different projects Ad-hoc analysis of spin-in opportunities before ingestion into on-going or future projects Definition of Best practices and standards to be applied across projects Technical assessment of improvement opportunities across projects Support to Phi-lab sprints Technical support to ESA-organised events and demonstrations Provision of technical input for contributions to conferences, workshop and communications Support to configuration baseline and change management Technical support in liaison with external bodies (e.g. CLAIRE, GEO, CEOS, OGC)The contractor shall establish a competence pool offering the know-how necessary to execute the tasks arising in support of the implementation projects. Each task will be defined with clear deliverables and time-scales and executed as a service package under an overall firm fixed price of the contract.
