SKIM is one of the two candidate concepts for the 9th Earth Explorer (EE-9) mission. It is based on a Doppler radar technique, and provides direct measurements of ocean surface current vectors and directional wave spectra over a wide-swath. The aim of the missionis to improve our understanding of vertical and horizontal oceansurface dynamics and air-sea interaction over the global ocean andinland seas at high spatial resolution. Because the ocean surface is the interface between ocean, the atmosphere and land, ocean surface currents and waves play a fundamental role transporting energy, mass, heat, momentum and water between Earth System componentsvia the hydrological and bio-geo-chemical cycles.The procurement in subject includes the End to End Performance Simulator. Subjectto reception of good quality proposals, it is intended to place a single contract.The procurement will be open to all economic operators belonging to the ESA Member and Associated States and Canada, participating in EOEP Programme; to date: Austria, Belgium, theCzech Republic, Denmark, Estonia, Finland, France, Germany, Ireland, Italy, Luxemburg, the Netherlands, Norway, Poland, Portugal, Romania, Slovenia, Spain, Sweden, Switzerland and United Kingdom and Canada
