As part of the Earth Cloud Aerosol and Radiation Explorer (EarthCARE) satellite Payload Data Ground Segment (PDGS), the Agency is procuring the EarthCARE Data Acquisition Services (DAS). Within the PDGS, the DAS is in charge of receiving the X-band Telemetry data for the EarthCARE mission, during the Phases C/D/E1/E2.The activities during Phase C/D will cover:- Adaptation/configuration of DAF services to the EarthCARE specifications.- Support X-band Radio Frequency Compatibility Tests (X-RFCT).- Support PDGS integration (including network) and GSOV activities During Phase E1/2, the facility shall be in charge of interfacing the EarthCARE space segment via a certified tracking X-band antenna to receive the X-band telemetry transmissions, and demodulate /decode the signal to generate HKTM and Scientific data files for circulation to the other PDGS elements. The Data Acquisition Facility shall serve a minimum of 11 (or 10 TBC) downlink X-band dumps per day up to a continuous coverage (in average 15.5 dumps per day). Therefore, in principle, the DAF may include more than a single acquisition antenna. In that case, the overall network of stations will be managed and coordinated by the Contractor. As part of the services, it will be the Contractors responsibility to make available the quantity of demodulator and front-end processor (D-FEP) compatible with the downlink data streams from EarthCARE and such as to ensure the service requested. The bidders will be requested to provide firm fixed price offers for the preparation and testing of services and infrastructure at the station(s), together with a firm fixed price for operations during the 6 months commissioning Phase (Phase E1).For the in-orbit operations (Phase E2), the bidder will be requested to provide a cost model based on a fixed operational price (monthly or yearly) plus a unit price per pass for 2.5 years. Extension of the contract to Phase E2 will be conditioned by programmatic decisions at C/MIN 2016 and performance of the contractor. The mission Flight Acceptance Review date is May 2018.
