Strategia națională de cercetare, dezvoltare și inovare 2014-2020, denumită în continuare Strategia CDI 2014-2020 (SNCDI 2020), cuprinde principiile, obiectivele și un sumar al măsurilor recomandate pentru perioada amintită. Strategia este pusă în practică printr-o serie de instrumente, în principal prin Planul național de cercetare, dezvoltare tehnologică și inovare 2014-2020 (PNCDI_3) și prin Programul Operațional "Competitivitate" - Axa Prioritară Cercetare, dezvoltare tehnologică și inovare pentru susținerea afacerilor și competitivității, alături de alte politici publice în sectoare conexe (fiscale, educaționale etc.), desfășurate prin instrumente de tipul Program Operațional Regional, Program Operațional Capacitați Umane, Programul Operațional Dezvoltarea Capacitații Administrative, Programul Național pentru Dezvoltare Rurală.
ESA's purpose shall be to provide for, and to promote, for exclusively peaceful purposes, cooperation among European States in space research and technology and their space applications, with a view to their being used for scientific purposes and for operational space applications systems by elaborating and implementing a long-term European space policy, by recommending space objectives to the Member States, and by concerting the policies of the Member States with respect to other national and international organisations and institutions; by elaborating and implementing activities and programmes in the space field; by coordinating the European space programme and national programmes, and by integrating the latter progressively and as completely as possible into the European space programme, in particular as regards the development of applications satellites; by elaborating and implementing the industrial policy appropriate to its programme and by recommending a coherent industrial policy to the Member States. Europe needs an effective space policy to enable the European Union to take a leading position worldwide in selected areas of strategic policy. Space can provide the necessary tools to meet the many challenges the society is facing in the 21th century: in order to do better with the challenges, Europe must take a leadership role.
Space systems and aerospace technologies are part of everyday life of all the European citizens and businesses. From telecommunications to television, weather forecast, international financial systems, most of the key services for our society depend on space to work properly.
The objective of the Space Subcommittee is to harmonize the space national legislation with the European one. The role of the Subcommittee is to represent the Romanian Parliament in the space group of the European Parliament, attending meetings and conferences in this field.

The National Authority for Scientific Research is the central public government's institution through which the Ministry of Education carries out its tasks in scientific research. As such, ANCS develops, implements, monitors and evaluates policies, strategies and tools used by the Romanian state to support the scientific research and also the transfer of its results towards the socio-economic environment.
