Propagation through Troposphere and/or Ionosphere is important for the design of Telecom systems and/or the determination of the state of the channel derived from the atmospheric propagation conditions. The information that can be extracted from existing signals includes presence of rain, duration, fading of the signal in the case of troposphere, and hmf2 (height of the F2 peak) as well as ionospheric scaling for the ionosphere. Although some tools exist that try to automatize these extractions, there is still a lot of "Expert eye" (human) involved, since they have a lot of casuistic that cannot be tackled in a classical sense. Much effort is spent on classifying the events and choosing the proper quantities. In addition, the different "Expert eye" can have different interpretations. Deep Learning (DL) has been demonstrated to be suitable for classification and pattern recognition problems on large-scale basis. It may exhibit bias that is at worst consistent, at best non-existent. This development tackles determination of different propagation states: rain or no rain flagging, location of the maximum F2 peak, identification of the sporadic E; and/or to compute different propagation quantities, such as rain duration and peak height for F2 and/or E. Moreover, this activity will generate the software tool able to extract the propagation characteristics for Troposphere (beacon data) and Ionosphere (ionosonde data) in a reliable/consistent way. The tool will assist processing experimental data, which in turn provide inputs relevant to the Telecom community (i.e.ITU-R SG 3), resulting in an augmented, higher quality dataset available to refine propagation models and associated system tools.This activity encompasses the following tasks:- Study of different DL algorithm for 1D/2D pattern/time series recognition.- Select the propagation quantities that will benefit best from the DL.- Select satellite data for Troposphere.- Select ionosonde and beacon data for Ionosphere.- Design a modular tool that can process the data in an automatized way.- Validation and revising old beacon propagation data.Software shall be delivered under an ESA Software Community Licence, so that any individuals or entities within ESA Member States can access to it and can provide update to the community of users.Procurement Policy: C(1) = Activity restricted to non-prime contractors (incl.
