Surface temperature is already being observed from space with thermal-infrared (TIR) sensors, however at spatio-temporal resolutions insufficient for many applications and services including agriculture.This mission shall be able to complement the current visible (VIS) and near-infrared (NIR) Copernicus observations with high spatio-temporal resolution Thermal Infrared observations over land and coastal regions in support of agriculture management services and possibly a range of additional services. Subject to good quality proposals it is the intention to place 2 parallel contracts. Phase A/B1 will be funded by the fifth slice (EOEP-5) of the Earth Observation Envelope Programme, which is an optional programme of the Agency. Therefore the procurement will be open to all economic operators belonging to the ESA Member and Associated States and Canada, participating in said EOEP-5 Programme; to date: Austria, Belgium, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Ireland, Italy, Luxemburg, the Netherlands, Norway, Poland, Portugal, Romania, Slovenia, Spain, Sweden, Switzerland and United Kingdom and Canada.
